De Luz had its own water district until 1990, when residents voted to dissolve it and fold nearly twelve thousand acres into Fallbrook Public Utility District. Some properties out here connect to district water and sewer, some run their own well and septic, and knowing which one you've got is the first question worth answering.
Pala Mesa, Lake Rancho Viejo, and Bonsall. The southern edge, and a different water district entirely. Rainbow Municipal Water District serves Bonsall and parts of Fallbrook rather than FPUD. Newer construction sits near much older property out this way, so there's no telling from the curb what's underneath.

The man who made It's a Wonderful Life sat on the Fallbrook water board.
Frank Capra moved out here after Hollywood, bought Red Mountain Ranch, and brought a neglected hundred and five acre olive grove back to life. He got the old press running again and sold the oil by mail order under a label reading Fallbrook Olive Oil, Produced by Frank Capra. That is a real thing you could once order in the mail.
Then he got involved in the water. Fallbrook was in a long fight with the federal government over rights to the Santa Margarita River, and in 1952 Capra made a short documentary called The Fallbrook Story for the Chamber of Commerce, arguing this town's case. He went on to serve on the board of the Fallbrook Public Utility District from the end of 1953 into 1955. The director of It's a Wonderful Life spent a year and a half on a water board out here.
The fight eventually ended the way a lot of long fights do, in a deal. In 1968 the district signed an agreement with the federal government to build a two dam project on the Santa Margarita, serving both Fallbrook and Camp Pendleton. Sixteen years after Capra's film, the town and the government it had been arguing with were building the thing together.
The town came by that stubbornness honestly. Vital Reche settled here in the eighteen sixties, named the place Fall Brook after his family's old Pennsylvania homestead, and gave the land at Live Oak Park and Reche Road for the first school. Oaks came first, then olives through the twenties and the war, then the avocados that got this place calling itself the Avocado Capital of the World. Fallbrook has never wanted to be a city either. It went to a vote in 1981 and again in 1987, and both times the answer was no.
Here's the part that matters if you own a place out here. Fallbrook Public Utility District says plainly that it has no regulatory authority over wells or septic tanks. That's their language, not ours. So if your property runs on a well or a septic system, nobody at the district is watching it for you, testing it, or scheduling anything on it. That's your system, start to finish, and it's the single biggest difference between owning in Fallbrook and owning in town. A real evaluation beats a guess, and one call gets it looked at properly.
